Process-level configuration

Describe the feature

Our current Zenoh Config is Session-level and applied to particular Session. As long as we are adding a configurable functionality that stands above the Session (SHM), we need some process-level config support. Currently, there are few things that are necessary to have in:

  • watchdog timeout
  • shm segment inactivity timeout
