Deadlock in a z_close call

Describe the bug

Sometimes (1% reproduce rate) call to z_close hangs indefinitely on aarch64. Full trace here: z_close_deadlock.txt

To reproduce

Can be reproduced by calling z_get example app with "client" config in a loop. Router is running in background.
