Packaging for zenoh-c

zenoh-c releases should be available as pre-build packages. The minimum set of packages should be:

  • [x] Debian packages for x86_32 and x86_64, built via manylinux for a maximum portability
  • [x] RPM packages for x86_32 and x86_64, built via manylinux for a maximum portability
  • [ ] Homebrew package for MacOS X 64

The master should also point to the master for zenoh dependencies. We should fix a version only for the releases.
