mvel2(2.3.1.Final) ASMAccessorOptimizer.java JAVA 11 not supported

During JAVA 11 upgrade, it was found mvel 2.3.1.Final is used by vertx 3.8.1. ASMAccessorOptimizer.java does not support JAVA above 9. Please update vertx to use mvel 2.4.x with latest JAVA support.

CQ means Contribution Questionnaire for Eclipse process, I will file one for this update
