Save As... menu action is always enabled on MacOS in Electron mode

Bug Description:

Save As... menu action is always enabled on MacOS in Electron mode, even if no editors are open. Not sure if this is a minor bug, or if this is the intended behaviour on MacOS.

Steps to Reproduce:

1. Launch Theia in Electron mode on MacOS
2. Close any open editors
3. -> The File > Save As... menu item is enabled

• Operating System: MacOS only (not reproduceable on Windows or Linux)
• Theia Version: 1.46.0

I also seeing the same issue with Theia Electron BluePrint on Mac, where the run control menu items (Run, Step, etc...) under the 'Run' menu are enabled, clicking on them doesn't do anything.

This is with the v1.53.2 Theia build.
