Bug Description:

wrong extension icon displayed on the left sidebar

Steps to Reproduce:

1. Install extension Project Manager and Spring Boot Dashboard
2. Move Project Manager and Spring Boot Dashboard extension icon to the top of the left sidebar.
3. Restart theia.

wrong icon displayed

• Operating System: windows 11

• Theia Version: Version 1.54.0

It happens to me on Fedora, but with a different set of installed extensions. Very frustrating.
