Install from VSIX file picker issue

Bug Description:

Steps to Reproduce:

  1. Download a vsix file into a folder on your file system
  2. In Extension, click on the 3 dots and choose Install from VSIX....
  3. Navigate to the folder containing the file

Expected: ability to click on the vsix file to install it Actual: vsix file is greyed out
