currently, z coordinates (and also edge permissions) are ignored in the 2D visualization. Instead the drawing order is only determined from the object type. Thus all vehicles (of which ships are a special case) are drawn above all roads.

The drawing-order of vehicles in the same spot is currently somewhat random.

It would be good to change that eventually.
