jupedsim integration in rpm / deb packages

There are basically three approaches here:

1. Integrate the sources (since debian wants to have a single source tar.gz)
2. Build a separate jupedsim package
3. don't do it

The first is easier but increases the source gz considerably (from 78 to about 112MB).

The second is more in line with the general packaging philosophy but also more effort

For rpms you can work around the single file limitation but it is not nice. The current approach is visible at https://build.opensuse.org/package/show/home:behrisch/sumo_nightly
