Netconvert doesn't read tag motor_vehicle=no

I noticed that the tag motor_vehicle=no isn't read in netconvert of OSM files. It seems to be an unambiguous tag, and in looking around in overpass it looks like if other vehicle types are allowed there would be extra tags e.g. psv = yes, bicycle = yes.

It also seems to serve a similar function as the tag access=no (which is read by netconvert).

Would it be possible to read this tag as not allowing all motor vehicles (i.e. passenger, bus, etc.) and adding the permissions if the tags of specific modes are present?
