Vehicles performing unwanted lane changes

Hi, I have observed that the vehicles are performing unwanted lane changes. In the attached example focus on the blue vehicle. It needs to go straight at the intersection, yet it performs a lane change and gets stuck behind a right turning vehicle. I think this is triggered by the vehicle parked after the intersection. Yet, ideally vehicles shouldn't get stuck behind right turning vehicles and if the left lane is free they should use that to go straight. And if there are parking vehicles in the next road segment, they should perform the lane change after passing the intersection. Is there a way to fix this? Thank you so much.
