SImpla platoon with unconnected vehicle inside

Noticeable in scenario at S:\Bugreports\11510 (eastbound road): A leader (yellow) has an unconnected vehicle (pink) and a follower (green) behind it. This should cause the platoon to split immediately but it only does after a delay.
