Refactor OSG viewport operations into GUIPerspectiveChanger implementation
Historically, the OSG view relied a lot on 2D specific GUIPerspectiveChanger interface implementation for several viewport interactions, as no proper 3D GUIPerspectiveChanger was implemented. Some issues have been corrected recently (see #10532 #10791) but there are still unsolved problems (see #11239). Maybe it is beneficial to provide a 3D GUIPerspectiveChanger to avoid too many code duplicates and workarounds..
