Debug support doesn't make sense headless; the debug bundles should be moved to eclipse.platform.ui.

Debug support doesn't make sense headless

Remote debugging / language-servers / ...

the debug bundles should be moved to eclipse.platform.ui

The split is not really a semantic one, I would rather merge things from eclipse.platform.ui > eclipse.platform than the other way round ...
