Add 'Sync with Selection' Action to Help View toolbar.

The issue is Use can open any Help topic they need and use it as a help for working on platform. An example is "I need to steps to create an extension point". This topic is available in the help topics. I open the help topic and start developing it using Plug-in editor. Now the problem is when the selection changed to plugin editor, Content on the Help View changes according to selection. This will lose the steps i opened in Help View before. So we need a toolbar Action to enable or disable Sync with selection. It is similar to package explorer "Link with Editor"
