Open Resource Window Slow when filtering by working Set

The Open Resource Window, when we are using the option 'Select working Set' to exclude some of the project Working Set's, takes to much time to show the results.

If All the Working Set's are selected, the results are instantaneous.

I'm currently using eclipse Version: 2023-09 (4.29.0) Build id: 20230907-1323, on a Windows 11 machine.

But occurs on all the eclipse versions i've tested so far, on Windows 10 and 11.

This issue misses a reproducer and measurements (for example sampling with visualvm)..
