Remove now obsolete swt.fragments.localbuild

Since the SWT native fragments are completely contained in this git-repository the workaround to emulate the requirements of the SWT native fragments only for specific projects through the o.e.swt.fragments.localbuild is not necessary anymore.

It looks like this isn't as simple as expected and it probably has to be removed in a bigger bang. Closing this now.
