PDT only part of simrel using org.apache.commons.exec

Hi PDT team - the PDT project is the only project that is using org.apache.commons.exec in all of SimRel these days. In the past I think other may have used it, but I am unsure.

This is a heads up because the Orbit project is no longer maintaining that bundle as it is was last updated only in the CVS repo. When you next update to a newer version of Orbit it won't be found anymore. See https://www.eclipse.org/lists/cross-project-issues-dev/msg18987.html Please feel free to reach out to me for advice if/when you update your Orbit repo. In the meantime everything will keep working as I am providing a patch to Orbit/SimRel to contribute that bundle manually.

As for the bundle, it is no longer actively developed because the standard library contains all the necessary features these days (I guess?).

I added a workaround in SimRel so that I can proceed. See this change to SimRel. Summary is that I made a special p2 site that has only the missing dependency of pdt and added that to the pdt contribution of simrel.

When this issue is resolved (i.e. you have a new version ready to publish) you can take the workaround out of your aggrcon file.
