Add tooltip into `Toggle` UI component

A user should be able to see the current state of the Toggle switch component when hovering over them. The text for these tooltips should be configurable.

For example, in the ClusterOverview, the Deploy toggles should show:

• Deployment requested when on
• Undeployed when off
