Reproducible Pings with simulated latency

We want to ensure that latency does not affect openDuT's stability. For that, we want to run pings in the TestEnv with latency introduced by Toxiproxy or similar. This should get executed in the CI/CD runner.

As a follow-up topic, we could also simulate other network problems, like an interrupted connection.
