Isolate rperf from EDGAR

In #164 rperf was introduced to measure network metrics. rperf is currently integrated in the build process of EDGAR. In order to prevent any license policy violations with GPLv3 rperf shall be treated as follows:

• [ ] create separate repository to build rperf binaries for the different target architectures supported by EDGAR (see cannelloni-build repo)
  • [ ] include license information
  • [ ] include source code
• [ ] remove rperf from EDGAR build
• [ ] pull rperf binaries to bundle with EDGAR tar.gz for distribution

We may want to look into alternative solutions, to avoid having to deal with this at all.
