Upgrade Cargo-Deny

cargo-deny should be upgraded from 0.14.11 to 0.14.12+.

With this release, several deprecation warnings were introduced, due to a planned change in the configuration format. We should deal with these warnings right away, as they always show up in cargo ci check.
