Integrate REST interface with agent

The current implementation of fog05-rest runs as a separate service, while it could be better if it becomes part of the fog05-agent, in this way any agent can still be used as an entry-point and the REST service availability can be advertised over Zenoh.

It can be enabled or disabled as feature during building or in configuration file
