Document all Jakarta EE spec CI jobs

We need instructions for all of the CI jobs for Jakarta EE specs. Which jobs to run before publishing the API, TCK releases? CI job names (https://ci.eclipse.org/) For a new project, you need to get the jobs added to the CI job website mentioned as above.

E.g. Prefix with Jakarta or suffix with Issue for naming CI job
