Discovery without multicast UDP

It would be nice if we could enable discovery without SPDP over multicast UDP.

There are a couple things to look at:

• Caching hosts previously discovered with SPDP
• Using any of the nmap methods (ARP, IPV6 Neighbor discovery, etc.) https://nmap.org/book/man-host-discovery.html
