Create documentation for devEnvironments.persistentUserHome.enabled

Is your task related to a problem? Please describe

There is no documentation that explains what happens when spec.devEnvironments.persistUserHome.enabled is set to true.

Describe the solution you'd like

At the very least, the new documentation should explain:

  • Explain that the feature has a dependency on stow in the tooling image
  • Explain that only the /home/user direcotry is persisted
