Have dashboard provide a list of running workspaces when the workspace runningLimit has been reached

Is your enhancement related to a problem? Please describe

As mentioned here: https://github.com/eclipse-che/che-dashboard/pull/607#issuecomment-1227155325, if the spec.devWorkspace.runningLimit was more than one, and if the runningLimit was reached from the dashboard, displaying a list of running workspaces to open/switch to would be nice.

Currently, this is how the "runningLimit reached" error looks like form the dashboard:

Displaying a list of open workspaces + options would be more helpful. Here is a rough prototype:

For each running workspace, you can click either Stop workspace or Go to Workspace to stop any changes
