Have workspace stopped/idled error page suggest to open a running workspace if one exists

As mentioned in https://github.com/eclipse/che/issues/21540#issuecomment-1205408703, if the workspace stopped/idled page is displayed while a different workspace is running, it would be nice to display a different link to go to a running workspace, or show a list of running workspaces.
Describe the solution you'd like
A possible solution discussed in the issue above is to have a link that states "To switch to a running workspace, return to your dashboard":
The link would direct the user to the dashboard. But, it would be great to investigate whether having specific links to go to already-running workspaces is also a good option.
