Color Theme preferences are reset after workspace restarting
Describe the bug
After each restart of the workspace, preferences of Theia Theme Color are set to default:

}
It is reproducible with devworkspace and che-server engine.

Steps to reproduce
- Start any workspace and change Color Theme preference to Light (Theia), It cold be done: File -> Settings -> Color Theme
- See that the Theme was applied and preferences were added into
/home/theia/.theia/settings.jsonfile (theia-ide container) - Restart the workspace
- Theme is reset to default (dark)

Expected behavior
Theme Color preferences should not be overridden by the default value.
