Extend documentation with High Availability section

In https://github.com/eclipse-bluechi/bluechi/issues/819 the SwitchController API method was introduced on the Agent's DBus service. This should be documented in the readthedocs by adding a new Section High Availabilty explaining how it can be used to enable High Availabilty setups (in combination with external tooling). See slides 26 - 29 for "High Availability` in this devconf presentation
