Is your feature request related to a problem? Please describe. The call for clang tidy shall be made available in a global cmake file so that every instance to be checked can simply refer to that

Describe the solution you'd like As with the other feature for clang-format, clang tidy feature shall be moved into a dedicated clangxxx.cmake file in the cmake folder
