update freertos to v10.2.1

the latest version of freertos does not follow the pattern previously used for portable and introduces new hierarchical levels (eg secure, non_secure) and new sources. therefore there is need to redefine how our compilation targets the freertos library.

I included this in the NXP reference HW epic because I believe that's the initial motivation behind this task, i.e., the LPC55xx MCU FreeRTOS compatibility.
