Remove or clean or test HAL Basics (CriticalSection, delay, ...)

In Essentials, there are a list of unused and not tested modules. Option 1 This should be:

  • Deleted
    • tbd
  • Move into Utils
    • Delay
    • Mutex (to be detailed) Option 2 tbd

Milestone backlog:

  • They are not used in our code in ICD
  • But they have been used in the past e.g. for bootloader
  • They can hardly be unit tested because they are HW independent
  • Need to drive decision
