Procedure and script to update the Ceylon version number for Eclipse+OSGi stuff

Right now this stuff is MAD. I have to update poms, manifests, .properties files in several projects, and manually recreate all the bundle projects. We must document this and automate it.

Ideally a way to make users import the new bundles would also help a lot, since we can only import one proxy bundle project at a time.
