Full-fledged automated test coverage for the filtering of the complete state

Description

The Complete State filtering is currently not being thoughtfully tested, in the meaning that not all possible filtering paths are being followed.

On the one hand manually written tests are hard to maintain and develop, on the other fuzz-testing is not deterministic.

Within this issue, we should develop a concept for full-fledged automated testing (or accept the risk and document it).
