Runtime connector for native workloads

Description

Ankaios currently supports podman and podman-kube as workload runtimes. Running native applications would be beneficial in order to execute privileged, time sensitive tasks which could be used for an initial setup of the execution environment, e.g., setup networking namespaces, prepare container bundles, etc.
