WACL fails to build on Ubuntu under bash

When attempting to make the tcllib, the following error happens:

cp -rf tcllib-1.18/modules/{json,ncgi,fileutil,cmdline,uri,html,javascript} ../library cp: cannot stat 'tcllib-1.18/modules/{json,ncgi,fileutil,cmdline,uri,html,javascript}': No such file or directory Makefile:46: recipe for target 'tcllib' failed make[1]: *** [tcllib] Error 1
