Remove support and operations for Babylon

Delphi protocol will be generally available on Nov 12, 2020 While we still need to support Carthage protocol, Babylon protocol can now be removed.

  • [x] decomission public babylonnet nodes (if any)
  • [x] remove babylonnet from CI jobs
  • [ ] Remove op forging code for Babylon operations
  • [ ] run all tests
  • [ ] add this change to changelog or draft release notes
  • [ ] check for any Babylon support in demo apps and Taquito template projects
