Consider migrating away from lerna to a new monorepo build tool

Lerna was adopted by Nrwl, so if we migrate to a new tool, it should be on merit of the new tool over Lerna

We should migrate to a new build tool suitable for our mono-repo/multi-package npm needs.

Potential Candidates:

• NPM workspaces
• Nx
• TurboRepo
