Lisflood initialization creates wrong lzavin filename if writenetcdf set to 1

@menta78 Lorenzo, could you provide more details about this issue? How can we reproduce this bug?

The problem is : -during the initialization run lzavin is created with a name that then , if it is not changed in the xml files, it is recognized as a time variables. We usually use a different xml file (with different lzavin name ) for the init run
