[BUG] - Mods that are disabled still work

Describe the bug I sometimes have it that mods that I disabled before opening ROR2 still are active once a run is started. For the moment it is Aerolt. I had it once with FLoppy survivors.

To Reproduce No idea. It does not always seem to be consistent

Expected behavior A deactivated mod should not work in game

I just re-imported an account and it happened again with FloppySurvivors.

Possibly caused by having launch parameters set in Steam. It seems those take precedence.
