[BUG] - simply issue can reproduce when user cannot able access GitHub website, cause r2modman never able to use

To Reproduce in my case, i try to use windows firewall to block r2modman connection, try to skip update-app launch step

Additional context i didn't fully disconnect the network (cuz i still need to use it of course), but my network in my region need to paid some price (yea VPN) in order able to use GitHub in a stable way, i think force check app update without a timeout is not a good idea
