Implement new IIS ftp site certificate installer

Currently the certificate installer "iis" only supports IIS web sites. For FTP sites, the procedure is a bit different. I propose that a new installier "iis-ftp". The code to set the certificate for a FTP site can be found here: https://forums.iis.net/t/1150298.aspx

What is left is the integration into a new installer.
