Create providers for IIS based on Microsoft IIS Rest API

Microsoft is working on a new REST-Based API for IIS, which was initially inspired to support remote IIS configuration on Nano, but it will also work on any Windows edition.

It would be useful to support challenge handler, as well as cert installer, providers for this interface.
