Update Directus to 10.8.2, add S3 storage options

Changes:

• Updates Directus image to 10.8.2 (latest as of this PR)
• Makes admin password option (will be auto generated)
• Adds configurable LOG_LEVEL env
• Adds PUBLIC_URL env
• Adds configurable STORAGE_LOCATIONS env (local or s3)
  • If S3 is selected, adds related env variables
• Makes redis optional
• Fixes REDIS env name, was changed in a recent Directus update from CACHE_REDIS
• Adds default CORS_ envs
