issues with docs/scrips/update-all-docs.sh (WIP)

  • sphinx-apidoc version cannot be too old
  • sed command appears to be system-dependent
  • EB_VERBOSE cannot be set
  • import from vsc.utils in gen_api_docs.py and gen_easyblocks_docs.py, should now be from easybuild.base
  • generated docs are system-dependent
