em.pixel_flags has few comments and does not appear in the readthedocs

Change pixel_flags from a dictionary to a class so it has docstrings and will show up in the readthedocs

This is a great suggestion. Elsa, also I’m not sure that the pixel flags represent the current QA values for landsat 8 after the reprocessing. If this happens it’s worth also checking that and adding the other set of flags (if they aren’t there). If they are ignore me!
