Time t operators [10652]

Description

There is an error in Time_t operator >> when there are not 9 digits in the nanoseconds value (after .). Also Time_t operators raised warnings when compiled in APEX performance test repository (basically, when used).

After merged, backport to 2.0.x

According to internal meeting conclusions, behavior will be left as the current one for the moment. Tests kept, added >= comparison proposal, updated tests output expectation.
