PM - send new message - user list - weird behaviour
Bug Description
user list for sending PM is not correct solution for site with many users, it is not alphabetically ordered and it doesn't work for main admin
How to Reproduce
Steps to reproduce the behavior:

Go to PM settings

Set Userclass which may send to more than one user at a time to main admin

Main admin see this:

Other users see
The user list is not alphabetically ordered when you have almost thousand users, it is impossible to select some user

Set Userclass which may send to more than one user at a time to no one - to have the same behavior for all users

users see the same list, but the main admin sees this:
Expected Behavior
Select user by name (when you want to write PM, you know nickname), the way for main admin is correct. If the prefs is set off, then only one user should be selected. Select dropdown is not a good way if you don't have filtering there.
Additional Information
How to solve this for now is to allow multiuser addresses to all users.
This pref is important too:
No idea how this works but after setting it to members, admin can see all user list.
