adapter/linux: support for fanotify FAN_MARK_FILESYSTEM

So I was adding support for this for the project vicinae without knowing that this was another project. While the changes are being merged into that project, upstreaming the changes would be better. I have reworked it to fit in the maintained format, but feel free to make/request any changes :)
